<P><STRONG><FONT size=4>台積電董事長張忠謀27日表示，雖然半導體等科技產品的出口比一個月前預期要好，但台灣經濟何時復甦，要看美國的情況而定。</FONT></STRONG></P>

<P><STRONG><FONT size=4>曾在<SPAN class=t_tag href="tag.php?name=200">200</SPAN>2年以「看到燕子」比喻景氣好轉的張忠謀，面對媒體詢問，歷經金融海嘯衝擊後，春燕是否已來臨的問題，他卻說，「今年我還沒有說過看到燕子這種話」。</FONT></STRONG></P>

<P><STRONG><FONT size=4>張忠謀昨日應歐洲商會之邀，參與座談，對當前經濟情勢，提出看法。</FONT></STRONG></P>

<P><STRONG><FONT size=4>張忠謀認為，從2001年開始，美國金融危機就已拉開序曲，至2007年次貸風暴爆發，進入第1幕，至2008年9月，影響面擴及每個人，形成第2幕經濟衰退，令人難過的是，第1幕還沒結束，第2幕同時上演。</FONT></STRONG></P>
<P><STRONG><FONT size=4></FONT></STRONG> </P>
<P><STRONG><FONT size=4>因此，「如果問我，何時可見經濟衰退的谷底，我要說，得看金融危機何時結束，」張忠謀表示，「不過，我是樂觀主義者，一定會有第3幕復甦的戲碼。」</FONT></STRONG></P>
<P><STRONG><FONT size=4></FONT></STRONG> </P>
<P><STRONG><FONT size=4>他說，半導體之前預估今年比去年衰退30％，但現在看來，半導體、面板、資訊產業的出口並沒有像1個月前想得糟糕，雖然有好一點，但是跟去年比，還是下降。</FONT></STRONG></P>

<P><STRONG><FONT size=4>第 3幕何時來臨，他說必須先看包含中國在內的世界經濟表現，今年全球經濟成長是負數，預料<SPAN class=t_tag href="tag.php?name=2010">2010</SPAN>年會轉正，希望美國金融業能在今年底、明年初穩定下來，這 樣自然有利台灣，但是美國整體經濟表現最快大概要等到<SPAN class=t_tag href="tag.php?name=2011">2011</SPAN>年，才會恢復到2008年的水準，「我希望台灣能比美國早復甦。」</FONT></STRONG></P>
<P><STRONG><FONT size=4></FONT></STRONG> </P>
<P><STRONG><FONT size=4>雖然各國政府用盡政策，想要提振景氣，阻止衰退，但是張忠謀說，這次經濟衰退的一大特色就是，「不論你如何想逃，大家都逃不掉，而且不論是哪一國政府，一切紓困、振興政策效益不大。」</FONT></STRONG></P>
<P><STRONG><FONT size=4></FONT></STRONG> </P>
<P><STRONG><FONT size=4>但是，身為國家領導人，張忠謀說，「政府還是必須要做事，做給人看，否則，人民就不會投票給你。」</FONT></STRONG></P>

<P><STRONG><FONT size=4>但是他希望，政府推出振興方案時，應以制度改革為真正目的，因為救市方案僅是一時，而制度改革的影響才能長久。</FONT></STRONG></P>

<P><STRONG><FONT size=4>自美國決定對市場挹注1.2兆美元後，美元應聲走貶，但張忠謀說，美元也許會走弱，但是不會崩潰，這種事不會發生。</FONT></STRONG></P>

<P><STRONG><FONT size=4>但是他相信，美國總統歐巴馬</FONT></STRONG><STRONG><FONT size=4>會加重對富人徵稅，以支應國庫的債務。</FONT></STRONG></P>
